Could an electric dog fence in the neighborhood harm my elderly cat?

Our cat went out a few days ago and has not returned. One of the neighbors has an electric fence around the yard for their dog. If my elderly cat walks through it can it harm or kill him?

My bad- Yes, I meant the invisible kind of electric fence.
If you're talking about an invisible fence, no, it can't harm your cat.
An electric fence works by sending a signal to a specially designed collar, which will then issue a small static electrical discharge, similar to the kind you can get from walking along the carpet and touching a doorknob, but a little more painful. Without the collar, the "fence" does nothing.
If you're referring to a metal fence that has an electrical wire along the top, or has electricity coursing through some part of it, it's possible that it could harm your cat, but the specifics are very dependent on how the fence is set up.

Citations
The holder of a dog was issued two citations on Sept. 1 for harboring a corrupt animal and allowing the animal to run at large after the dog broke through an electric fence on the domicile in the 1300 block of Oak Ridge Road and attacked a passerby’s dogs.
Robbery
A laptop computer valued at about $800 was taken Sept. 2 from an unlocked channel parked in the driveway of a residence in the 100 block of Old Mill Method.
Vandalism
Graffiti was discovered spray-painted on a dig or underpass, off a bike path near the Barrington Greens District at 235 Lions Drive on Sept. 1.
Cost to property
A landscaping spotlight at a residence in the 200 barrier of Bellingham Drive was damaged on Aug. 30. The value of the light is estimated at $250.
Harassment
A district in the 300 block of Covington Drive told supervise on Aug. 29 she was being harassed by her neighbor.

That Ravens playoff win was great. There's nothing like a gritty, physical, defensive-minded time upsetting an offensive powerhouse in the NFL playoffs. It confirms what us blue-collar NFL fans always believe: great defense will prevail over great offense. One Ravens fan was way more excited than anyone else over the victory.
For some crazy reason this fan claimed that he would run through the electric dog fence surrounding his property if the Ravens upset the Patriots. I guess this celebration was less disruptive than running on the field . Usually when you make a bet in support of your favorite team, you don't get punished when they win. I know things are bad in Baltimore, but this is a little over the top. And worse yet, the probable scenario is that there was no bet at all. He probably just said "If the Ravens win I'll be so excited I will run through my electric dog fence". That's a fine statement in the heat of the moment, but no one actually expects you to do that. I mean I always say I would kill for a Cubs world series, but if they won you wouldn't see me running around wielding a gun. He should take a swig out of the Bills beer bong and chill out.
Hopefully this goofball promises some other crazy thing if the Ravens are able to upset the Colts in the next round. I'll cheer for the Ravens just for an opportunity to see him jump off a building or something.
