What would be better a vest harness or just a regular harness for a toy breed dog..

Check out this website. http://www.imperialcanine.com They have multipurpose vests called the Poochie Pouch that you can use as a carrier and as a full body harness.
Personally I prefer Full Body Harnesses as the strain of the pull will be spread fully across the body rather than in a localized spot. I use the Poochie Pouch as the Full Body Harness mode is very comfortable for my babies. Also it can be used as a front baby carrier as well as side carrier.
Also Full Body Harnasses are usually made of softer materials (and are padded) that won't bite into the flesh as the force distribution is spread evenly.

Backers of a referendum to entertain a harness racing track with slot machines in southern Maine kicked off their contest Monday with assurances the project would create hundreds of jobs, put together tens of millions of dollars in annual tax revenues and bring back Maine's harness racing industry.
The Nov. 8 ballot uncertainty will ask Mainers if they want to allow slot machines at a track in Biddeford or another community within 25 miles of the Scarborough Downs family track and at a track in Washington County. Ocean Properties Ltd. and Scarborough Downs are teaming up on the project to build a track called Biddeford Downs.
Speaking at a horse subcontract, leaders of the "Yes on Question 2" campaign said the $120 million maturation will create 800 construction jobs and 500 full-habits jobs once it opens, while generating more than $54 million in tax revenues.
Biddeford Mayor Joanne Twomey said her megalopolis lost two businesses and 40 jobs in the past week alone, and that she heard from two other businesses that said they could be next. Biddeford Downs would aid the city rebuild its economic base, she said.
