What fish should I get for a 15 litre, unheated fishtank?

My son has been bought a 15 litre tank for Christmas. It has a filter, air pump and stuff with it, (look up Spongebob aquarium kit/Spongebob themed fish tank starter kit) but it says suitable for 2 goldfish and I know that's not right.
I thought about a Betta but the tank will only be at room temperature, and I don't know what others might be suitable.
Could anyone advise me please as to what type of fish and how many would be most suited for this tank?

I will buy a small heating element for him and probably buy a Betta then, or perhaps two Guppies (He did say he wanted two fish) I'll show him the options, see which he prefers the idea of.

15 litres is about 4 U.S. gallons.
You're right about the goldfish. In my opinion you'd need a minimum size of 30 gallons (115 litres) to keep two goldfish healthy.
The least killifish, Heterandria formosa, is small enough for that tank and can get along without a heater. It is native to Florida and Georgia, and is in fact the smallest vertebrate of North America.
A pair of guppies would also be suitable, but then you'd need another tank for their babies.
The tank size is OK for a betta, but it should have a heater.
You could also get a small heater for a 4-gallon tank: one of 10 watts or less would be suitable.
